Actualmente, la masificación de los teléfonos celulares, así como de las aplicaciones para ellos, se han hecho presentes en diferentes sectores de la sociedad. Entre las aplicaciones de mensajería instantánea ha destacado el WhatsApp que se ha hecho parte de la vida diaria de la mayoría de las personas que cuentan con un celular. La investigación se centró en el uso del WhatsApp, para conocer la influencia que tiene entre los estudiantes de la Universidad Autónoma del Carmen (UNACAR). El objetivo de esta investigación fue saber, primero que tanto utilizan el WhatsApp, y segundo que tanto es útil para sus actividades académicas. Se realizó una investigación cuantitativa, sobre un tema innovador y que está presente en la vida cotidiana, el WhatsApp y su uso entre estudiantes de educación superior. Para el estudio se usó una encuesta que se aplicó a 100 estudiantes. Los resultados obtenidos demostraron el uso intensivo de dicha aplicación. El WhatsApp puede llegar a ser una herramienta de comunicación efectiva entre estudiantes y profesores, debido al alcance que tiene el uso de la herramienta entre las personas, la mayoría cuenta con un teléfono inteligente, el cual seguramente tiene la aplicación de WhatsApp instalada, aunque habrá que considerar que existen otras aplicaciones que posiblemente tengan mejores funcionalidades que el WhatsApp. Por los hallazgos encontrados en la investigación realizada se concluye que el WhatsApp es una herramienta ampliamente usada entre estudiantes de nivel superior. Abstract Currently, the spread of cell phones, as well as applications for them, have been present in different sectors of society. Among the instant messaging applications, WhatsApp has stood out, which has become part of the daily life of most people who have a cell phone. The research focused on the use of WhatsApp, to know the influence it has among the students at the Autonomous University of Carmen (UNACAR). The objective of this research was to know, first how much they use WhatsApp, and second how much it is useful for their academic activities. A quantitative research was carried out, on an innovative topic that is present in everyday life, the WhatsApp, and its use among higher education students. For the study, a survey was applied to 100 students. The results obtained demonstrated the intensive use of said application. WhatsApp can become an effective communication tool between students and teachers, due to the scope of the use of the tool among people, most have a smartphone, which surely has the WhatsApp application installed, although there will be What to consider that there are other applications that possibly have better functionalities than WhatsApp. Based on the findings of the research carried out, it is concluded that WhatsApp is a widely used tool among higher level students.

Atualmente, a internet mostra-se como um local de fácil e célere acesso, pois permite a imediata associação entre a comunicação e a disseminação da informação. Ela se constitui em um meio em que as pessoas podem, de forma livre e sem a realização de qualquer forma de censura prévia, emitir suas opiniões, reclamações, sugestões, ideias e críticas, as quais serão dirigidas a uma infinidade de pessoas. Diante dessas vanta-gens, questiona-se sobre a viabilidade da participação política neste meio de comu-nicação, a exemplo do Projeto de Lei nº 84/11 (Senado Federal) e do Projeto de Re-gulamentação nº 68/11 (Câmara dos Deputados), os quais dispõem, em síntese, sobre a previsão constitucional de participação direta da população na iniciativa legislativa, utilizando-se da internet. O artigo utiliza-se das técnicas bibliográfica e documental, formulando um questionamento, mediante análise de dados obtidos junto ao Comitê Gestor da Internet no Brasil (CGI.br), sobre a viabilidade e o alcance destas propostas. Conclui-se que muito deve ser feito para a efetivação deste tipo de proposta legislati-va, uma vez que a população ainda se mostra desinteressada em consultar assuntos de relevante temática na web, sendo necessário, quiçá, a realização de um " protótipo " de consulta popular, a fim de que se explicite e, também, divulgue este novo método de participação democrática.

Abstract
The internet has proven to be a space of easy and fast access, once it allows the immediate association between communication and in-formation dissemination. It is an environment where people can, freely and without any form of previous censorship, share opinions,complaints, suggestions, ideas and criticisms, which will be forwarded to a vast number of people. Given these advantages, there arequestions about the viability of the political participation through this means of communication, as examples: Bill nº 84/11 (Senate)and the Regulation Project nº 68/11 (House of Representatives), which discuss the population’s direct participation in the legislativeinitiative, through internet. This article uses bibliographic and documentary techniques and raises a question on the feasibility andimpact of these proposals, by analyzing data obtained from the Internet Management Committee in Brazil (CGI.br). It was concludedthat more must be done to implement this type of legislative proposal, since the population still seems to be disinterested in consultingrelevant thematic issues on the web, being, perhaps, necessary the realization of a public consultation “prototype”, in order to makeexplicit, and also, disclose this new method of democratic participation.

The Internet has opened up a new domain of language use in which features of oral communication are expressed in writing and in which new, medium-specific features emerged (Herring 2002; Crystal 2006). Originally designed to only support English, the Internet soon catered to other standardised languages. Meanwhile, users speaking non-standardised languages are taking advantage of the flexibility and openness of the new technology, leading to the emergence of forms of spontaneous, unguided vernacular literacy (Danet and Herring 2007; Iorio 2016). In multilingual virtual spaces, language choice has also become a key element in the presentation and performance of users’ identities (Lee 2016). Romani speakers are among those that contributed to the proliferations of languages on the Internet and to the emergence of new forms of literacy. I will describe Romani usage on different Internet platforms, distinguishing between earlier (Web 1.0) and more recent (Web 2.0) technologies. Particular attention will be paid to users’ adherence to institutional literary practices and the characteristics of vernacular practices. At the same time, the identities represented or performed by Romani users in different virtual spaces will be also discussed. What emerges is a picture of a lively Romani Internet scene, roughly divided between activist and community spaces. In the absence of any authority, various language practices coexist. The domain expansion of Romani thus offers an example of how the blurring of institutional and vernacular literary practices might support the usage of minority languages outside their traditional domains.

This article is intended to provoke debate around the assumed relationships between media, culture and civilization. To begin with, it considers how the concept of civilization has been framed, and periodically re-framed, in media theory by shifts in the international order of communication. In parallel with this historiography, the article revisits a body of research that explored the evolution of television audiences in alignment with the cultural geography of the world. Taking account of this transition from national media institutions to supra-national markets, and the apparent dissolution of the worldwide web into geolinguistic networks more recently, this article argues that media systems and audiences are subject to the primacy of civilizational mass in the world system. Consequently, this article draws attention to persistent anxieties around a purported crisis of civilization, and the political imperatives for cultural studies scholarship to engage with both the concept and scale of civilization.

Les questions de genre et de sexualité ne ressortent plus du domaine de l’évidence, mais représentent désormais « un des enjeux du travail de représentation politique ». Mise au jour d’abord chez les « présidentiables », cette réflexivité accentuée sur leur identité de genre et sexualité caractérise assurément aujourd’hui l’ensemble des acteurs et actrices qui cherchent à incarner des rôles de pouvoir et de représentation institutionnelle. Les
clercs de l’Église catholique n’y échappent pas, comme le montre la mise en scène numérique de leur masculinité.

Los esfuerzos públicos y privados por expandir la conectividad digital en México datan ya de varios lustros, pero a pesar de ello los saldos muestran déficits nada desdeñables. El territorio de la conectividad está marcado por inconsistencias y contrastes que refrendan el carácter altamente desigual de la sociedad mexicana y el camino errático de ciertas políticas públicas en esta materia. No obstante, desde hace prácticamente dos décadas el discurso oficial no ha dejado de enfatizar la importancia de lograr índices de acceso y adopción de las tecnologías de la información y la comunicación (tic) que nos aproximen a las sociedades de más alto desarrollo.

New technological advances usually produce waves of utopian hopes and aspirations. At present, this is true to the Internet, or ‘the web.’ Often portrayed as a borderless liberal space of equal opportunities and unconstrained communication, the web has recently gave a new impulse to the ideas of the public sphere and liberal democracy. However, contrary to these expectations, this paper emphasizes the profoundly contested nature of the communication on the net. Based on tracing an episode in the life of one Internet newsgroup, soc.culture.russian, the paper illuminates specific discursive practices through which domination, cooptation, resistance and exclusion enter the virtual space of Internet communications. Simultaneously, this study draws attention to the relative ‘truth’ of enthusiasm about the liberal affordances of the net. The Internet, it is argued, is liberal indeed but not so much due to the reign of liberal principles as due to the strategic advantage enjoyed by ‘liberal actors’ in newsgroup exchanges. It is thus the purpose of the study to trace the structuring impact of ‘liberal domination’ on the net.

Pour éclairer la façon dont prennent forme, se développent et perdurent des communautés en ligne, il convient de mettre en lumière ce que peuvent avoir en commun des collectifs aussi variés que les communautés qui se forment dans des espaces où l’on discute de tout et de rien, celles formées sur des sites commerciaux par les clients des entreprises, celles rassemblant des gens autour d’une passion comme la couture ou la philatélie ou d’un ensemble de croyances et de valeurs, ou encore celles fondées sur la poursuite d’un but commun ou le travail sur un projet collectif. L’exercice de clarification du phénomène communautaire met en lumière l’importance de la frontière balisant la communauté en ligne et le rôle que jouent, en regard de sa formation, les processus d’inclusion/exclusion qui prennent place dans les interactions. S’appuyant sur une observation de longue durée de certaines communautés en ligne, la démarche permet en outre à l’auteure de cet article d’éclairer les rapports complexes qui existent entre la communauté, en tant que phénomène social, et le dispositif ou l’espace numérique via lequel elle se déploie, et de discuter de la pérennité des communautés en ligne.

To see how online communities arise, grow and last, we can examine what they have in common ‒ communities as varied as the groups that form in spaces where cybernauts talk about everything and anything, those formed by customers on a firm’s commercial website, those that take shape around a hobby (like sewing or stamp-collecting) or around a set of beliefs and values, or those based on the pursuit of a common goal or project. We thus come to realize the importance of a border is for delineating the online community. When a community forms, processes of inclusion/exclusion take place through interactions. This observation over a long period of some online communities sheds light on the complex relations between the community as a social phenomenon and the digital arrangements or spaces through which the community takes shape. It also leads to a discussion of the viability of online communities.

Molti – è noto – sono coloro che si chiedono a quale scopo e con quale spirito 5,8 milioni di persone hanno dato vita a questo strano cervello sociale che è Wikipedia. Senza particolari soddisfazioni, senza guadagno, senza gloria, per il puro gusto di collaborare a un progetto collettivo. Probabilmente la risposta più vicina al vero è che esse hanno incominciato a "produrre" da uomini per altri uomini invece che da alienati per il Capitale.

A la hora de explorar la naturaleza discursiva de los sitios web es conveniente utilizar dos niveles de observación. El primero de ellos consiste en mirar los sitios web en tanto “lugares”, en los cuales se conjugan técnicas y prácticas sociales que gestionan el contacto entre instancias, influyendo profundamente sobre el modo en que el tiempo, el espacio y el cuerpo se configuran en la Web. Y el segundo nivel de observación consiste en mirar los sitios web en tanto que “textos”. Por ende, es posible identificar en ellos características retóricas, temáticas y enunciativas, las cuales, en última instancia, revelan rasgos y vínculos genérico-estilísticos, no solo de las arquitecturas que proponen los diseñadores web sino también de los modos en que los usuarios ocupan estas arquitecturas. Por lo tanto, proponemos articular ambos niveles de observación a través de una metodología que invita a cuestionar, analizar y comprender la naturaleza discursiva de los sitios web.

Despite the territorial demise of Islamic State of Iraq and Syria [ISIS], their cyberoperations continue to entice supporters. In an effort to disrupt ISIS's appeal, the International Center for the Study of Violent Extremism has produced over 180 short video clips featuring ISIS insiders denouncing the group, published in over 150 Facebook campaigns in multiple languages and regions. This article details 16 campaigns hyper-targeted at profiles that, based on predetermined and assessed indicators, suggested increased risk of exposure to ISIS-related content. Qualitative and quantitative metrics possibly suggest positive changes in online attitudes and behavior, reducing support and incitement to terrorism.

Cyfrowy lifestreaming jest fenomenem szeroko już opisanym w literaturze naukowej. Szczególnie krytykowaną jego odmianę stanowi (over)sharenting, czyli udostępnianie w sieci informacji o dzieciach przez rodziców. Popularność tej praktyki sprawia, że niemal wszystkie dzieci w krajach rozwiniętych już w momencie narodzin, a nierzadko nawet przed nim zaczynają pozostawiać cyfrowy ślad w internecie. Sharenting stanowi niezwykle kontrowersyjną formę lifestreamingu, ponieważ dotyczy publikowania informacji na temat innych osób bez ich zgody. Sytuację komplikuje fakt, że chodzi w tym przypadku o nieletnich, którzy nie mogą takiej zgody w ważny prawnie sposób udzielić, zaś informacje udostępniane są przez najbliższe im osoby i zarazem opiekunów prawnych. Tak rozumiany sharenting, nawet jeśli nie narusza granic prawa, jest odbierany jako nieetyczny, naruszający dobre obyczaje i krzywdzący dla dzieci. Artykuł zwraca uwagę na niewyeksponowany dotychczas w opracowaniach dotyczących sharentingu fakt, że osoby przejawiające skłonność do tych zachowań są ostro dyscyplinowane przez współużytkowników mediów społecznościowych. Akty takie okazują się skutecznym narzędziem kontroli społecznej, otwierając zarazem pole do nadużyć, których konsekwencji jeszcze w pełni nie znamy.

Resumen: El presente ensayo consiste en una breve revisión de estudios relacionados con el consumo de información científica tanto en televisión como en internet por parte del público en general, así como entre los jóvenes en particular. Es clara la preferencia de internet en la actualidad a pesar de que la televisión sigue teniendo un lugar especial en sus múltiples plataformas de acceso. Se presentan casos particulares con la intención de seguir una línea en el transcurso del tiempo y observar cómo se ha estado transformando el consumo de la información científica, y cómo la televisión se ha adaptado a las nuevas formas de producción, difusión y consumo que han traído consigo las innovaciones, específicamente las tecnologías de la información y la comunicación. Abstract: This essay consists of a brief review of studies related to the consumption of scientific information both on television and on the Internet by the general public, as well as young people in particular. The preference of the Internet today is clear, despite television still having a special place in its multiple access platforms. Particular cases are presented with the intention of following a line over time and observing how the consumption of scientific information has been transforming, and how television has adapted to the new forms of production, dissemination and consumption that innovations has brought with it, specifically information and communication technologies.
