Policy expectations often look very different from village realities. On paper, village development looks promising. Youth groups are active, MSMEs continue to grow, tourism villages are being promoted, and digital tools are increasingly introduced into rural communities. Policies emphasize innovation, entrepreneurship, and digital transformation as key drivers of rural economic growth. But on the ground, many of these initiatives still operate in isolation. Training programs, tourism promotion, MSME development, and digital adoption often move in parallel without a system that connects them. According to Kementerian Koperasi dan UKM Republik Indonesia, Indonesia has over 65 million MSMEs contributing more than 60% of national GDP, many of which operate in rural areas.
