Forrester Research: As technology has evolved, so has the need for accessibility.

By Jenny Lay-Flurrie, Chief Accessibility Officer, Microsoftย

Back inย 2003,ย Microsoft commissionedย someย groundbreakingย researchย from Forrester Consulting. Theย study, The Wide Range ofย Abilitiesย and Its Impact on Computerย Technology, exploredย how people were using assistive technology (AT)ย andย found that 57% of U.S. computer users wereย likely orย very likelyย toย benefitย from accessible technology. This study,ย based on a survey of over 15,000 US adults andย conductedย before the smartphoneย in the middle ofย Windows XPย era,ย shaped theย understanding of accessibility as a catalyst for innovation, productivity, and independence.ย

Fast forward 22 years:ย Microsoft has commissionedย Forresterย toย revisit that research, and the landscape looksย very different. Today, technology is everywhereย –ย computers, tablets,ย smartย devicesย and phones are part of daily lifeย –ย and the need for accessibility has only grown. More than 70% of the U.S. population now stands toย benefitย from accessible technology, regardless of disability status.ย

Why does this matter? In 2003,ย only 63%ย ofย those who needed accessibilityย wereย usingย computers,ย nearly 20ย percentage points less than people with little to no accessibility needsย –ย likely becauseย digital accessibility was evolving.ย Today, technology is no longer optional, and demographic shifts combined with evolvingย understanding ofย disability make accessibility critical. The workforce isย agingย and the prevalence of neurodiversity, mental health and other segments continues to grow.ย ย

This new study, based on aย 2025ย online survey of 3,901 US consumers,ย confirms what many of us know: accessible technology empowers everyone. And with the rise of AI,ย weโ€™reย entering a new era of possibility.ย

AI Is Changing the Gameย

Artificial intelligence is already transforming how people, especially disabled and neurodiverseย engage with technology. From real-time transcription and summarization to voice-to-text and adaptive interfaces, AIย helpsย people navigate complexity, stay connected, and get things done.ย

Butย many are just starting their journey with AI.ย Justย 41% of respondents have used AI-powered accessibility tools,ย andย manyย havenโ€™tย yet exploredย whatโ€™sย possible. For those who have, satisfaction is high,ย and the potential is evenย higher, with 66% of all survey respondentsย statingย they would use AT more if augmented with AI.ย

Forย disabled and neurodiverseย AIย isย a powerful enabler. It can reduce friction, simplify tasks, and unlock new levels of independence.ย Only ifย itโ€™sย designedย accessibly, andย inclusively from the start.ย

Whatย Weโ€™reย Learningย

Key Findingsย at a Glanceย

  • 23%ย of respondents identified as having a disability.ย
  • 70%โ€ฏofย respondents couldย benefitย from accessibility.ย
  • Disabled and non-disabledย respondents areย using assistive features atย nearlyย theย same rateย –ย 7.9 versus 6.5 per monthย –ย showing these toolsย are essential forย everyone.ย
  • 50%โ€ฏof people with disabilities bring their own tools to work,ย and onlyโ€ฏ21%โ€ฏuse tools provided by their employer.ย

These numbers tell a powerful story: accessible technologyย empowers everyone,ย andย thereโ€™sย more we can do toย bring AT toย everyone who needs it.ย

Employers have an opportunity to do more for their employees with disabilitiesย

Despite the benefits of accessible technologyย and accommodation programs,ย 50% ofย employeesย with disabilitiesย are providing their own tools, while only 21% are using tools provided to them by their employer. This is a missed opportunity. When organizations invest in accessibility,ย theyโ€™re investingย in productivity, retention, and belonging.ย

Confidence and connection matterย

People who use accessible tools report feeling more empowered, more confident, and more like themselves.ย Thatโ€™sย the real impact ofย accessibilityย –ย it empowersย people to show up fully and thrive.ย

Where We Go from Hereย

  1. Technology is a part of everyday life in 2025. The good newsย isย digital accessibility has advanced in 20+ย years, andย is continuing to push forward in the era of AI.ย ย
  2. Companies need to focus on skillingย and communications to help people learn about new features โ€“ย and ultimately,ย adopt. Those thatย do,ย are more confident, empowered, and potentially productive in the workplace.ย ย
  3. Accommodationsย Programs must be visible, and ideally, include the latest in AI / Accessibility to empower disabled employees.ย

This research is a reminder that accessibility is a journey, not a destination.ย Itโ€™sย about listening, learning, and building with purpose.ย Itโ€™sย aboutย designing forย the full spectrum of human experience.ย ย

Ifย youโ€™reย just getting started,ย or looking to deepen your understanding,ย here are a few ways toย take action:ย

Letโ€™sย keep building a world where everyone canย participate, contribute, and thrive. Because accessibilityย isnโ€™tย just the right thing to do,ย itโ€™sย how we innovate.ย
