Priority Flagger Program
Prioritizing flags from partners
Our Priority Flagger Program provides channels for participating organizations to notify us of potentially harmful issues on certain of our products and services that violate our policies and Community Guidelines. Partner entities will generally have access to:
- A dedicated intake channel used to inform us of potential policy violations which will be reviewed at priority
- Ongoing discussions and feedback about Google and YouTube content policies
Our review process
Our moderators review flags from by priority flaggers according to our Community Guidelines and policies. Issues reported by priority flaggers are not automatically removed or subject to any different policy treatment - the same standards apply for user flags. However, because of their high degree of trust and expertise, our teams prioritize flags from priority flaggers for review.
Teaming up with expert organizations
Our program is most suitable for organizations such as NGOs and government agencies with an identified expertise in recognizing and fighting harm online in at least one policy area. We also look at whether an organization has the capacity to submit requests and its enthusiasm to work together on these issues. We expect flaggers to be objective while flagging, and pay due respect to human rights.
DSA Trusted Flaggers
Our voluntary Priority Flagger Program is separate from any legally required, prioritised, content reporting channels, such as the DSA Trusted Flagger requirements.
Article 22 of the DSA, while consistent with our voluntary partnership efforts, requires us to prioritise valid notices about allegedly unlawful content submitted by entities who are awarded Trusted Flagger status by the Digital Services Coordinator (DSC) in the Member State they are established. The Child Safety Toolkit
Enabling others with technology to fight abuse
Google and YouTube developed the Child Safety Toolkit to help organizations protect children. At the center are two APIs: the Content Safety API and CSAI Match. We offer both to qualifying partners free of charge. Our partners use these technologies to process billions of files each year, allowing them to evaluate millions of images and videos for abusive behavior and prioritize the most concerning content for review.
