We should be able to group and reference multiple tools by "theme", like editing, terminal, mcp_server_foo, etc pp

Random thought

  • a tool sets need a short name, like Tool#toolReferenceName
  • in the UI a tool set will replace the tools it contains ❗ given they are all from the same source
  • a MCP server corresponds to a tool set (hence needs a short name) fyi @connor4312
  • tools not in a set show as before
