The Nagorno Karabakh Conflict

Tarixi Azərbaycan torpaqları olan Qarabağ təxminən otuz ilə yaxın bir işğal dönəmindən sonra “Dəmir yumruq” əməliyyatı ilə 44 günlük Vətən müharibəsində azad olundu. Bu uğurlu nəticədən sonra otuz il ərzində ermənilərin törətdikləri insani terrorla bərabər, mədəni və bioloji terroru da gün işığına çıxmış oldu. Məqaləni hazırlayarkən Füzuli və Xocavənd rayonlarına səfərimizin gerçəkləşməsi bu barədə daha dəqiq təsəvvürün yaradılması üçün bizə imkan yaratdı. Xocavəndin Edilli və Düdükçü kəndləri, eləcə də Hadrud qəsəbəsində demək olar ki, dağıntıların olmaması ilə Füzuli şəhərinin tamamən yox edilməsi və Axullu daxil olmaqla bir çox kənddə dağıntıların olması ilə ziddiyyət təşkil edirdi. Azıx mağarası daxil olmaqla bir çox abidələr də erməni vəhşiliyinin qurbanı olmuşdu. Getdiyimiz ərazidə deyil ağacların özləri, köklərinin də kəsildiyinin və nəticədə bioloji terrorun gerçəkləşdirildiyinin şahid olmamaq mümkün deyil.

As is known, the recent tensions between the United States and China in international relations are not only trade, but also "cold war" in several directions. The struggle of a potential rival to become a superpower, such as the United States and China, is already forcing the international order to change anywhere in the world political geography. Looking at the current international order from a bipolar point of view, it can be seen that there is already an economic conflict between the United States and China in many parts of the world political geography. One of these geographical areas is the South Caucasus region, which was recently remembered by the 2020 Nagorno-Karabakh war. Moreover, as is well known, the South Caucasus region is of serious strategic interest to both China and the United States, as it serves as a corridor to both the East and the West, as well as to many other regions through various countries. This article analyzes the strategic interests of both the United States and China in the South Caucasus and the likelihood that these strategic interests could lead to economic and political conflict in various countries, citing a variety of new methodological sources.

El presente documento examina las tácticas de desinformación y propaganda como herramientas de la geopolítica y la estrategia militar rusa para la manipulación de la opinión pública en los países del antiguo espacio soviético y para combatir las presiones occidentales, tomando como referencia la intervención de Rusia en las guerras del Alto Karabaj y el Donbás. El empleo de las operaciones de conflicto informativo está ganando protagonismo en los últimos años en las estrategias de guerra híbrida así como su uso por Rusia se encuentra estrechamente vinculado con la búsqueda por definir su identidad e intereses regionales. La metodología para su estudio incluye análisis del discurso a través de fuentes oficiales (informes, entrevistas y declaraciones gubernamentales) y no oficiales (medios de comunicación y documentos académicos).

Apart from the decades-long destruction and desecration of Azerbaijani heritage within the previously occupied territories, acts of appropriation of the Azerbaijani culture in these lands have also been part of a clearly targeted policy pursued by the Armenian occupying forces. The appropriation of Azerbaijani heritage can be seen not only in the previously occupied territories of Azerbaijan but also in the territories of modern-day Armenia where, today, no Azerbaijanis reside (250, 000 Azerbaijanis were forcefully deported during the years 1988–1989).

Bu çerçevede hazırlanan, Türk kültürüne, Türk düşüncesine katkı sağlayacak her metin yayın kurulunun onayından geçmek suretiyle neşredilir. Yayımlanan yazıların sorumluluğu yazarlarına aittir. Yazar dergide yayımlanan yazıların yayın hakkının Türkiye Notları dergisine ait olduğunu kabul etmiş sayılmaktadır. Gönderilen makale özgün olmalıdır. Daha evvel başka mecralarda yayınlanıp geliştirilmiş makalelerin ilk yayınlarına ilişkin künyelerinin belirtilmesi gerekmektedir. Dergiye yayımlanmak üzere gönderilecek yazılar turkiyenotlaridergisi@gmail.com e-posta adresine Microsoft Word programında hazırlanarak gönderilmelidir. Dergide yayınlanacak yazıların 1200 ila 3000 kelime arasında olması gerekmektedir. Yazar makalesine ayrıca 150 kelimeyi geçmeyecek şekilde bir özgeçmiş eklemelidir.

Rusya Federasyonu Karabağ Barış Gücü, bir barış gücü misyonu kapsamının ötesine geçerek, bölgedeki fiili Ermeni işgal yönetimi ile sistematik siyasi-askeri ve ekonomik ilişkiler kurmaktadır. Altyapı, iktisadi hayat ve kamu idaresi alanındaki faaliyetler de, bu bağlamda dikkat çekicidir.

Barış gücü misyonunun görev süresinin ucu açık bir takvim ile belirlenmesi, söz konusu faaliyetin, fiili durumun tahkim edilmesi ve kalıcı bir hal alması amacını taşıdığını göstermektedir. Moskova’nın, ‘görevini tamamlayarak Karabağ’dan çekilmek’ gibi bir vizyonu yoktur.

What was posed as a border demarcation issue further threatens regional stability in the South Caucasus. The current context of mounting military action is not sustainable; the process must revert back to international norms.

The article presents the chronology of events and reaction to them, risks of deviating from international standards, human-rights based approach, the potential role of international mediation and the options for the way ahead.

У статті розглянуті питання висвітлення в польських військових часописах подій, відомих як Друга карабаська війна (27 вересня-10 листопада 2020 р.). Відзначено, що цей воєнний конфлікт знайшов відображення у низці статей, опублікованих майже в режимі реального часу. Часом це призводило до публікації неперевіреної й недостовірної інформації. Сюжети проаналізованих нами матеріалів відзначаються певною однобічністю, а самепомітним перекосом у бік аналізу застосування безпілотних літальних апаратів та проблем протидії ним. На другий план відійшов аналіз застосування традиційних засобів збройної боротьби (танків, артилерії тощо). Можна стверджувати, що досліджені нами публікації польської фахової преси можуть бути використані при вивченні історії Другої карабаської війни, але за умови ретельної перевірки викладених у них фактів шляхом зіставлення з іншими джерелами.

Paradoxically, the recent tragic war between Armenia and Azerbaijan brought the parties closer than ever to a final peace settlement. The end of the armed conflict provides an unprecedented opportunity to address questions of security, local governance, and cultural self-rule that will ensure the coexistence of Armenian and Azerbaijani ethnic groups in the historic Karabakh region.

In the contemporary world, the study of conflicts has progressed to the study of meta-conflicts. The detachment of the knowledge of the conflict from the conflict itself creates a new conflict around the conflict’s definition. From this perspective, there is a need for an inclusive social science methodology to observe and accumulate practical knowledge of conflicts, aiming to combine the everyday and scientific discursive spaces. Participatory research methodology allows a detour from the reality-conception gap and the split between scientific knowledge and practical knowledge, as well as the creation of a platform for scientific observations to be embedded into local and situational contexts. Through comprehensive analysis of the methodological literature, the purpose of this paper is to discuss participatory methodology, its advantages, limitations, and applicability in the process of accumulating practical knowledge on social conflicts in general, and the Nagorno-Karabakh conflict, in particular.

This article covers the results of a small-scale single-case study on civilian participation in interstate war. Looking at the case of the 2020 Nagorno-Karabakh war, I am exploring the reasons and motives why civilians volunteer for joining the armed forces during war. In this qualitative analysis of in-depth interviews with war volunteers from Armenia, I mainly rely on Elisabeth Wood’s theory on insurgent collective action, additionally drawing on the observed phenomenon from the perspective of Max Weber’s social action theory. Based on the results of the study, I argue that emotional and moral motives, rather than rational intentions are what shape the decision to volunteer for going war. Withal, the paper exhibits that Wood’s theory, contingent upon relevant conceptual and contextual expansions, has a significant explanatory power even outside of its original scope conditions.
