    Early signs of capital engagement are emerging in Ukraine — well ahead of a formal reconstruction phase. Citi Institute’s new report, Rebuilding Ukraine, examines how that process is taking shape — and what will determine its pace and scale. Reconstruction needs are estimated at $588 billion over the next decade, nearly three times Ukraine’s GDP. Public and international financial institution (IFI) funding will be foundational, but private capital could play a meaningful role — potentially addressing up to ~40% of total needs. Early activity is visible, with IFIs anchoring capital, reforms improving the operating environment, and businesses positioning despite ongoing constraints. How quickly capital scales will depend on security conditions, reform continuity and the development of bankable projects.
